 The development of LIFT facilities within Bradford & Airedale relies upon the strength of the locally established partnership. The relationship between the participants is governed by the Strategic Patnering Agreement (SPA) which has been signed by Bradford & Airedale Care Partnerships, the tPCT, Bradford Metropolitan District Council and Bradford and District Care Trust.
The SPA has also created the Strategic Partnering Board (SPB) which meets regularly to set local service priorities, assess the viability of proposed schemes and approve the business case submissions for each new development. The SPB also carries the responsibility for monitoring the performance of this company on behalf of the local health and social care community.
Bradford & Airedale Teaching Primary Care Trust
The Teaching PCT was formed in October 2006 amalgamating the four PCTs that had previously delivered services across the region (Airedale PCT, Bradford City tPCT, Bradford North PCT and Bradford South & West PCT). The tPCT, together with other public sector partners, prepares a Strategic Services Development Plan, or SSDP, which sets out the vision and aspirations for local service delivery during the next five years. The publication of this document by the SPB ensures that service planning and development is joined up and that the LIFT company is given a clear steer in relation to future project requirements.
The tPCT has a 20% shareholding in the LIFT company.
Community Health Partnerships (CHP) / Department of Health
Community Health Partnerships (CHP) was initially established in 2001 to deliver a new model of investment into primary care, the NHS LIFT initiative. The success of CHP to date means that there are now 42 LIFT companies in existence around the country.
CHP is a wholly owned subsidiary of the Department of Health and has a 20% ownership of Bradford & Airedale Care Partnerships.

Accent Group is our private sector partner, with a 60% shareholding, and is the UK's number one Community Investment Business. The company specialises in health, education and regeneration delivering integrated solutions in local communities. Accent has no shareholders, which means that any surpluses that are generated can be re-invested into the communities where they are most needed. As our private sector partner Accent is responsible for the planning, development and construction of our facilities. These responsibilities are delivered in partnership with a dedicated supply chain, which assists in the creation of cost efficient methods of working, and long term value for money.
Bradford Metropolitan District Council
The Council has entered into the Strategic Partnering Agreement, without exclusivity, and is fully supportive of the LIFT philosophy and the work undertaken to date within the local area. The Council's Executive has committed to an approach that makes best use of LIFT as a vehicle to co-deliver a range of public services to meet its broader strategic goals.
The Council is a full and active member of the Strategic Partnering Board and usefully contributes to regular meetings of the LIFT Joint Project Team where operational issues are discussed and progressed.
